Was the child allowance system in Japan actually effective?

As the child allowance system in Japan, "Kodomo Teate", is going to be replaced another system from April 1, 2012, Professor Hiroshi Yoshida at Tohoku University has conducted a nationwide questionnaire survey among households with children of junior high school or under. The results are below:

 

1. Most of households (over 70% households) used benefits for their children.

 

2. However, many households feel that their economic and educational environments actually did not change so much from before the implementation of the Kodomo Teate.

 

It has been revealed that Kodomo Teate was not accepted as an effective system.
